Message the EGR ONLY turn on when the car is at cruise, cus at cruise the hight vacuum will turn on the EGR. if you raises the RPM the vacuum will drop and the EGR plunger should stay close, the only way to check it is by useing the vacuum pump and appriesd vacuum to open the plunger.
Plus if his area is in the "basic area" they only do no load test. which is idel and 2500RPM, so if he failed the NOx, it will be nothing to do with the EGR.

:Warm up engine until temp gauge in normal range. Find the EGR located at the back of the engine near the firewall. Try to get to it by working your hand in from the battery side (not easy). Feel under and push up to raise the plunger. At idle the engine should stumble. This tells you passages are clear.

:Next blip the throttle and make sure it raises by itself when above idle. If it doesn't, need to check for bad EGR, solenoid, or problem with vacuum hoses.
:There are other ways to check EGR function though the vacuum lines. The above check is quicker.
